Safari will not cut the blank edge under Mavericks("+" button issue)

I upgraded from 10.8.5.
Previously both Safari and Chrome's "+" buttons work just fine. It will cut the extra blank edge. But now, the new Safari 7.0 doesn't do this, Chrome works though.

Zoom (CMD+) still works for me in both Chrome and Safari.

Sorry, misread your post. I can confirm the window decoration button "+" is different in Safari, compared with Chrome.
