for some reason my Safari can't close
thus, making the mac unable to shutdown

any ideas?

i'm on 10.7.3

Force quit is not working?

You can kill it from the terminal...

"ps ax|grep Safari"

"kill nnnn"

nnnn being the pid of the safari process, its the first number listed from the "ps" command.

If the problem persists try Force Quitting it... or you can always just hold down the power button.
