Safari won't download files

I was given an iPhone for work purposes. It has iOS 12 on it.

I e-mailed myself a video via We Transfer to put it on Instagram. When I click the download link, Safari doesn't download the file. Instead, it opens the video in a new page and begins playing it with no apparent option to download the file.

I also tried in Outlook and Chrome on my work iPhone. Same issue. I just want to download the video file I sent to myself.

Can someone please help me with this? Thanks.
