It's easier to first identify potential problems. Once that's narrowed down, you move to a solution.
Could be your internet connection is too slow, or just crappy.
Is the problem on just one website?
Can you take your computer elsewhere and test it with a different connection?
Do you have other computers that handle the videos just fine?

Two other things to check:
1. Is your Flash version up to date? These days, YouTube works best with Flash 9 or later (Flash 10 preferred).
2. Is your Flash Player working on other Flash-based websites? If not, you probably have a corrupt Flash installation. Various things can cause this.
