When trying to add a bookmark I get : Safari encountered a problem whilst saving your bookmarks ... does anyone what the problem might be ?
I've got a Powerbook G4 running OS X 10.4.11

Yep! This is caused by a corrupted Bookmarks.plist file - that is where Safari stores your bookmarks. It is located here: (hard drive) -> Users -> username -> Library -> Safari.

Do you have a recent backup of your bookmarks? If you do, try replacing the corrupt file with your backup. If not... export your bookmarks to HTML (file -> export bookmarks... in Safari's menus), delete the corrupt file, then import the HTML file you just exported. NOTE: Don't try to delete the file while Safari is running.

What exact Safari version do you have and have you tried resetting it via Menu Bar > Safari > RESET SAFARI?

Ah, the above is much better advice.
