Safe Boot Issues with Cocktail

I recently installed Cocktail, MacScan, ClamXav, and SMART Reporter on my MacBook and iMac. Now neither will boot into Safe Mode on a startup or restart by using the shift key.

Both machines are working fine but I like to Boot Safe now and then for preventive maintenance.

Any one else had this problem or have any suggestions?
