Safe way to send iphone 4s from US>New Zealand

Hi,

My little sister broke her iphone 3gs in New Zealand and I want to send her my old iphone 4s.

What is the safest way to send her the iPhone 4s? Is it safe to send it via USPS if I wrap it in a box?

Will there be a customs issue when it reaches NZ?

The phone is unlocked by ATT. Can anyone confirm if it will work over there?
