Does the Apple online store recognise these? If I order during the weekend that sales tax isn't charged in my state, will they still charge it? Will my credit card billing address have to be in the state, or will my overseas on be all right?

You'll need a U.S. credit card to order items from the U.S. Online Apple Store. Sales tax is assigned based on the state the product is delivered to.
