Samsung 840 EVO 500gb formated capacity!

I eventually bought the 840 EVO, but I am facing an issue that I don't understand.
I Partitioned the SSD with disk utility with 1 partition and the weird thing is that the partition shows that it has 499.11gb capacity!
shouldn't the 500gb evo shows capacity around 460gb?
what can be wrong here ?

No, the space available is correctly shown in GB and not GiB, which you refer to.
