I have a Samsung Q70 (2019) and was playing about with my Apple TV 4K settings and noticed it now had an option for Dolby Vision. When I enabled it did the whole check if it supports this setting thing and then after giving it the ok asked if I wanted to keep it. Right now my Samsung TV has Dolby Vision enabled and I tested it with Disney Plus.

Thing is, as far as I knew Samsung still doesn't support Dolby Vision. Any insight? Does anyone else see the same option with a tv that doesn't have Dolby Vision?

Is the ATV converting to HDR10?
I have tested the 4K SDR, 4k HDR, and 4K Dolby Vision settings and they all work. I am not sure if you are asking something regarding a setting on the TV, but I couldn't find an HDR setting within the TV's menu.

Edit: I don't know if Dolby Vision is producing an image different than 4K HDR because I am not really sure what I should be looking for to tell them apart. I have never had a Dolby Vision TV.

The AppleTV should automatically convert content to whatever your TV supports. So it may be automatically converting DV to HDR10+ (which should look nearly identical to DV) or HDR (which will look similar).

You can click the display/info button on your TV remote and have it show you what video settings are on (S/HDR etc.) to confirm.

My TV doesn't support Dolby Vision but the Apple TV is saying the active video setting is Dolby Vision, not HDR10+.

That is weird as my Apple TV doesn't even have Dolby Vision as an option for my Samsung Q80T. I'm curious as to why you're seeing this too.
