I am looking to purchase a Samsung T5/2TB.

I plan to partition the drive in half, and use one part as a backup/bootable start-up drive for my mac, and the other partition as storage for some movie/video files.

Can the mac os start-up off a partitioned drive like this, one that is basically a scaled-up flash drive?
 
You can do what you want, no problems. I've been doing this for MANY years now.

However...
You didn't tell us which version of the OS you'll be using.
Or, which Mac you have.

If it's a m-series Mac, it's more complicated than it used to be.

If it's an Intel Mac, you can use CarbonCopyCloner to clone all or part of your internal drive to the external boot partition. Makes "getting it running" much easier.
