Satechi Icel battery underperforming

Bought a Satechi Icel as my backup battery but I've noticed on my IPhone 4 that it can only charge it around 1.75-2x which is considerably below the claimed 4800 mAH. I've charged it using a USB hub. Anyone else having this problem?
