MP 1,1-5,1 Save/File Dialogs Not Appearing

So here's a new one for me - on my Mac Pro at home and a couple at work periodically the file interaction dialog boxes will not appear. I have been having this issue at home with Affinity Photo and I'm having users at work have the same issue with TextEdit and the MS Office Suite.

You can go up to File->Save (or Save As) and nothing happens.

Any thoughts?
