Well I've just restored and reinstalled all pkgs but for some reason SBSettings won't open. I slide my finger over the top, tap with two fingers but nothings working! HELP?

Well I've just restored and reinstalled all pkgs but for some reason SBSettings won't open. I slide my finger over the top, tap with two fingers but nothings working! HELP?
Sorry after 3 reboots it finally started working but i have to slide twice for some reason
