On my MP 7,1 the scaled layout option is missing. So I can't use 4K setting because everything is too small to see. In Monterey on my 5,1 it has view as 1080p with 4K option selected. Did Apple remove the option or is there some other way to do this?

After a little investigating on my own system, I have to assume that the optimal resolution is default, dependent on GPU and monitor capabilities. So the display setting options are just the UI according to system info:

If this is incorrect, please chime in?
EDIT: It is as I surmised, in Sequoia the optimal resolution is automatically set by default. https://support.apple.com/guide/mac-help/change-your-displays-resolution-mchl86d72b76/mac

There is a button below those resolutions that says "Show All Resolutions". I buy the app BetterDisplay for my M1 14" MacBook Pro because it allows me to use up to 1600 nit brightness full time and in between Apple's brightness. I use it on a cheapie 32" display with a M2 Mac mini and it makes it look much better. Not sure if it will give you what you are looking for but, it might be worth a try. You can try before you buy.

Yeah, I saw the "Show All Resolutions" option. That just shows all resolutions available for your monitor, it doesn't show scaled options. Thanks for the info on the display app, I'll check it out.
