I have an HP C4580 (all in one) which I use only occasionally. However, I'd developed a need to scan some documents but they all come out in 72 dpi and virtually unreadable. Is it possible to set the resolution higher or scan as a PDF?

Go to Preview, File -> Import from Scanner and select your scanner. It lets you choose between the available DPIs for your printer and also save as PDF (a PDF image, if you want that as text, you need VelOCRaptor or similar).

According to HP, your scanner supports "Up to 4800 x 4800 dpi optical (depends on model)".

That's great. I appreciate your help. If I have to, I can buy some software as long as it doesn't come at Photoshop prices.

That worked like a charm. saved my bacon. Can't tell you how much I appreciate it.
