SCHelper running in background - what is it?

Hello guys,

Further looking into battery usage in iPhone 4S, I noticed this SCHelper constantly hold up first couple spots in background running, anyone knows what does it do and how to lower it's usage?

It stands for System Configuration Helper, but I really don't think there's much you can do about how often, or how much it runs.
