The most exciting bit of 9.3 to me is the ability to have different accounts on my iPad. Whilst I get this is advertised for schools, I don't see why this couldn't work in the home. What I can't find is how to get the app to test this out. Any ideas?

I think you have to contact Apple directly and prove you are a school:
