Hi, brought my mac into the store for flickering and so. Reinstalled the os, and started from fresh, now, there's this weird lag, when scrolling through the dock the apps look cut off sometimes

That doesn't seem right at all, I also recommend you contact (or bring it too) Apple for service/replacement.
They said they can't do a replacement, only service. It really bothers me because i knew there was a problem from the beginning, but they didn't want to do anything about it, till now they said they can only do a repair

Why would you expect a replacement? That is pretty standard for most electronics warranties.
