Screen brightness not adjusting in Windows?

i installed windows and for some reason the brightness wont adjust all the way down to black nor will it change to dim... its always a little too bright so my eyes start hurting... anyone know how to change this issue? also the keyboards back lit light keeps turning on as well..

and yes it is a change in os issue because i have rebooted into OS X and everything has been fine.. its just in windows that this issue goes on
