Screen doesn't sleep on login window

Hello,

I don't know if this is just the way it should be, but...

When the iMac (10.6.3) is at the login window the display never sleeps. It just puts a swirling screen saver on no matter how long the login window is displayed.

Users are set to sleep the display after 15 mins, and this works fine.

Anyone any ideas or is this just the way it is ??
