Screen flickering during iOS7 set-up

I have reinstalled 7.1 several times and on each occasion, whilst going through the start-up options of choosing the language, establishing a WiFi connection and doing the initial 'out of the box' settings, the lower portion of my screen flickers - I would say the bottom couple of centimetres. It has done this with every iOS7 install from 7.0 through to 7.1
Is it a hardware fault, or does everyone's do it?
Once the preliminary settings have been sorted and the homescreen appears, the flickering stops.

Can't say I've seen that with either black or white iPhone 5 phones that I have upgraded through iOS 6.0, 6.1, 7.0, and 7.1.

Happened to my 4s today too. I spoke to Apple once and they said its normal.
