Screen jumpy when scrolling

Anyone else seeing their screen get jumpy when scrolling? I'm seeing this across all apps that use scrolling. Also if I scroll and stop but keep my finger on the screen it jumps up and down until I let go. Kinda like icons shaking shaking to delete apps.

Ios 10.2.1 is a ****ed up update its glitchy and slow wait for 10.3 wait it will fix everything
