Is Remote Management required to use Screen sharing ?

It looks like its mostly used with ARD (separate, and paid/expensive app), but it also looks like you need it for screen sharing without ARD for some things too..

Can anyone explain to me why didn't Apple just bundle Remote Management into ARD where it matters most, and/or provide things you.

I gather things like Remote shut-down, logoff etc, but seems this is really only useful for ARD ?
