I installed sbsetting on iso5 beta 2. Now every time i open an app it shrinks to 1/4 of the size and is unresponsive is there a quick fix? As i cant uninstall via cydia.

I had the same problem about a year ago. I think I ended up just restoring.

What might be helpful to know is that the location of your touch will register as if the image were full screen. So, if you want to select something on the bottom right corner of the image, you shouldn't tap in the middle of the LCD. Instead, you should tap on the bottom right corner of the LCD even though there is nothing there to tap on.

This happened to me when I tried jailbreaking Beta 1. I tried the method you're describing and had no luck. Ended up having to restore as well.
