iPhone Screen time limits, an app getting though on my kid's phone

I have my son's phone set to lockdown at 9 pm at night and only have a few apps set to always available. It's working for every app other than TikTok. I've checked and it's not in the always allowed list but I can't find a way to keep it from opening. I disabled Safari and Short Cuts as well, thinking that he's added a home screen icon that way but no change.

Any ideas?

I would try removing the app and then reinstalling it again if it’s not too much trouble, I had a similar issue with another app and that solved it.
