I'm running Ventura 13.4.1 and iOS 16.5.1. The App Usage report on iOS looks correct regardless of which device is selected, or if it's showing all devices. On macOS, the iOS App Usage looks correct, but both the Mac and All Devices views show an app running 24/7, even while the computer is asleep, that a) isn't installed, and b) doesn't even exist on macOS.

I've tried turning Screen Time off and on again, and setting a limit on the offending app (which only works to block it on iOS, where it's actually installed), but neither stop the continuously incrementing usage. Any suggestions? This is fouling up my chart, as I actually would like to check how much time I'm spending in various apps.
