Screen unresponsive for 2 seconds after Face ID authentication 14 Pro max iOS 16.2

Is anyone experiencing this issue, iPhone 14 max pro 256gb, iOS 16.2 public beta

For those who has iCloud keychain turned on, here is how you reproduce it,

go to Settings, Password, after face ID authentication, immediately try scroll up or down, my screen freezes for about 2 seconds before it responds to any touch, scroll etc ......

Well, my wife’s iPhone 14 Pro Max 512GB, using iOS 16.1.1 does this exact thing.

this is very annoying when it comes to third party apps with Face ID turned on, there is a 2 seconds delay before screen becomes responsive, Apple support suggested reset all settings, did not help.
