I would like to have the macs in my office set up with a screen watermark that shows no matter what program is running on the mac. Something that shows over everything else, looking kind of like this

but for the screen on my mac, but instead of Ms. Alba, there would be the OS running in the background, or if someone was in Firefox, they would still see that over the screen. Is there a program that does this? Thank you!
 
I am going to go out on a limb and say NO, with the caveat that I have been wrong on occasion. :)

What purpose do you have in mind, to show that overlay on EVERYTHING? With a good reason, perhaps you can convince a developer. (It sounds like you want it implemented in the OS/display driver, which is a pretty tall order, so you should have a REALLY good reason, and a specification.)

I can't seem to resist the urge to recommend transparent plastic sheet and a marker. :D
