wiped my mac mini and installed mavericks.
i run it in headless mode (no monitor, keyboard or mouse), and control it via screen sharing.

problem i have is that it has restricted itself to 1280x1024 resolution with low colour mode.
doesn't give me the option to change the resolution (either in "best for display" or "scaled" mode).

any suggestions so that i can set the resolution to something a bit more useable ?

Connect monitor to it briefly to set your preferred options once done hopefully it will carry over the settings without the monitor connected.

yes but after a reboot it reverts back again.
this problem didn't exist in Lion and Mountain Lion.

Is it possible t change the screen resolution with AppleScript? If so than it's quite easy, just make a little script and run that after boot.

If that's not possible it's possible with a simple bash scriptl will check that when I'm back home tonight, I run one on my mini server.
