Forgot to unpair and my watch stuff didn’t transfer over to my 12. I have signed out of my Apple ID on my SE. Do I need to sign back in to unpair the phone so I can pair it with the 12?

That seems a reasonable plan that should work
 
But is there another way?
If I recall right, when I got my 11Pro I setup the phone from a backup that I took like minutes before, via iTunes, not iCloud, and it had all my watch settings etc. I do not recall doing an unpair/re-pair.
Did you setup your 12 as new or from backup? And if from backup, is there any historical health data?
You could always pair the watch as new, but obviously lose all config...
 
If you still have your watch paired to your old phone then unpair and back the phone up and then I would set your new phone up again and then pair to your watch

Having a similar issue. Got the new phone today so I unpaired from my old phone. And then paired with my new one. But I was never given a prompt to restore from backup. It just set up as entirely new.

Now I have no idea where or how to view my old backup. When I open the Watch app on my old phone nothing is there (just prompts me to pair a new watch).

I did set up my new iPhone 12 Pro as a new. I didn’t restore from a backup. Is this the problem? Is there a way I can retrieve a Watch backup so I can restore from it?
 
You can find your watch backups this way.
  1. Navigate to General > iPhone Storage. Wait a few seconds for data to load.
  2. Scroll down and locate the Watch section. Tap on it and you should see any backups there are.
I had the same issue and could only find a backup from March of this year. So I used that. But it seemed as if the up to date data was restored, like health and activity data.

But when you pair your watch to the new phone you’ll be asked if you want to restore from backup and the given a choice of which one. The choices should be the same as you’ll find in the storage section from above.

After unpairing you would have needed to take a backup of your old phone, then setup new phone from that backup...
I am not aware of another way unfortunately.
Edit: come to think of it, I never unpaired my S4 when I got my 11 last year, I did do the backup of the old phone and then setup the new phone from that backup
 
I used the quick start method to transfer my old phone to my new phone. It asked if I wanted to move my watch to the new phone. But it didn’t work. I had to unfair my watch for my old phone and then set it up as a new watch on the new phone. Luckily I had backed up my watch bases which is very helpful but I had to go through all the settings again and adjust them to my liking.
