iPad Scroll with Bluetooth mouse on iPad Pro 11"

I have a Microsoft Surface Bluetooth mouse that I have paired with my iPad Pro 11" running the Public Beta of iPadOS and it works to move around and click on stuff but I can't get the scroll wheel to work on Safari. One website I read you can't use the scrollwheel and another website says you can. Can anyone confirm whether you can scroll on Safari?

I got mine to work after a while. In the starting it didn’t work at all. It just started working on its own. I think it depends which mouse your using and iOS 13 beta is still very buggy and inconsistent. I’m using the Logitech m720 and m705.
