Apple have tweaked the scrolling in Safari for iOS4. Kind of hard to explain but if you're scrolling either vertically or horizontally, once you have momentum in one direction, you must stop completely (lift finger and wait for scroll to stop) before you can scroll in another direction. Also happens if you leave your finger on the screen while scrolling.
I've found myself having to make two attempts often to move around the screen.
I tested my 3GS on 3.X and this happens there too but it is far less sensitive.
I didn't notice this right away but was kind of having this problem without noticing it. I just thought I was just getting used to the new phone.
