Scrolling 'bounce' gone

Ever since I jailbroke my ipad2 (3g 4.3) occasionally the scrolling 'bounce' in safari goes away and I have to pinch to zoom all the way out to get it back.

It's not that big of a deal but I just wondered if anyone else had this problem and what to do about it.

This happens for me on occasion, too. I lose the inertial scrolling, meaning I can just "flick" to the bottom of the page.

I usually close out Safari and open it again as a fix.
