Hello, I can use the trackpad or mouse to move the cursor around the desktop of my MacBook Pro 2010 17". However, when I try to scroll down a webpage using either the trackpad or mouse, Firefox and Safari do not allow scrolling. They keep showing the top part of the websites. Similarly, even I try hard to go to other pages of odd documents, it keeps going to page 1 automatically. Know what is going on and how to fix the problem permanently?

I am using macOS Sierra 10.12.6

P.S. Sometimes removing the Logitech Anywhere Mouse MX and its dongle solved the problem but this morning, I had to reboot and reset SMC several times before the problem disappeared.
