iPod touch scrolling error message

Seeing as I dont know what this is called, im sorry if this has been posted before. Ok so what happens is my itouch does a matrix like scrolling message thing. It starts out with the gray apple logo, then goes to this scrolling message (which scrolls way to fast for me to see what it says) After that is done, it goes back to the apple logo, and then it starts over again. So i guess my question is does anyone know how to stop this? Thanks a lot

Well kind of, I upgraded, but then just restored it
