Scrolling in Safari locking up? Anybody else?

After I installed iOS 8 on my 5s I noticed scrolling on a webpage would occassionally lock up, however, I got an iPhone 6 today and the same thing happens.

same happened with me. I just commented -webkit-overflow-scrolling:touch. Now it works but there is no "momentum scrolling"
