Scrollview with home screen like delete and move wiggle?

I am looking to have a horizontal image scroller for my application. The part I am struggling with is that I need to have the images behave like apps on the iPhone home screen (they wiggle when pressed, and can be deleted or moved while wiggling).

Does anyone have any ideas of where I should start? Perhaps someone already has written something similar?
