Scrubbing Rate

When watching a video on ios I can grab the "knob" in the progress bar and pull down on it to adjust the scrubbing rate to finely control where I am about to jump to in the video.

I am now on a Moto X. Is there anyway to do this on Android. I use FF as my Web browser. I don't see anyone of doing this.
