According to the front page it says:
"Get started by downloading the either beta version of the iPhone OS, available in the iPhone Dev Center. With this new version of iPhone OS you can conduct final testing and prepare your application for submission to the App Store."

Does this mean when I'm done installing the Beta 8 I will be able to put a Beta version of 2.0 on my iPhone?

Only if you paid $100 to get all the license files you need to install your app on your iPhone.
