SE iOS 11.2 dock bug

If you're on 11.2.0, update to 11.2.1, but if you're already on 11.2.1 then that's very weird, especially if it persists after wiping settings. I've never experienced it on my iPhone SE.

The only thing I can think of otherwise is to completely reinstall iOS via iTunes: https://support.apple.com/en-au/ht201412 (the instructions under "If your device turns on but gets stuck during start up" should work to force a complete iOS reinstall)
