Second HDD problem?

I had this Western 10K rpm (80gb) SATA HDD from my old pc, so I decided to use it in Mac pro..I installed it into bay 3...everything seemed ok but then I realized, there is a lag now...for 1 sec (maybe every 20secs) mouse gets stuck and goes back to normal....

why am I getting this lag after installing a 2nd HDD? any ideas?
