I have a iPad I just want to leave in my living room to just control Sonos, web browse and you tube....

When you sign into AppleID in IOS, by default, it turns sync on for everything. No discrete granular option etc to toggle something on or off on the initial sign in. So by default, it syncs messages, photos, etc...Toggling messages off in IOS is asinine cause when you toggle it off, it want's to download all messages in iCloud and the only way to clear messages after turning it off is literally highlighting each message in the message app and choosing delete.

Is the only option just to create a new Apple ID to sign in on these *generic iPad* devices.

If you don’t want the syncing then you don’t need to use an account at all. Heck, you don’t even need a pin number as long as you don’t add passwords or payments so the iPad can be accessed by anyone.

I'm tinkering with this. When doing the setup on a rest, you can choose don't have. apple login and skip.

It looks like one can have split logins on the device. iCloud logged in under system settings but *App Store* can use a different login. Even *free* apps cannot be downloaded on the App Store. One more be signed in for any app download it appears

Just have a "generic" account for the purposes of App Store sign-in then; if you create an Apple ID through the App Store app then you don't have to enter a credit card number if I recall correctly. You could even sign it out once you'd installed the apps (Although it might be easier to leave it because I imagine it would need a sign-in to update the apps).

Right; you can sign in to iCloud specifically, and / or you can "sign in with your Apple Account" – which in the "non-iCloud" sense essentially means "things you use a credit card for" (including free "purchases"), although I think it also pertains to cross-device integration things like Continuity features and iPhone Mirroring.
