Secure PDF's in Panther?

Does anybody know if Panther allows printing as secure (encrypted) PDF's?

Alternatively, does anybody know of a decent inexpensive program to secure a pdf file? I don't need a full blown expensive editor like Acrobat or even pdf enhancer, just something to add encryption.
