Using a MacBook Air 13” 2018 I’ve created a Mojave usb startup thumb drive to do a clean install however whenever I restart with option held down I get a message stating security prevents usb startup disk hold down command r on restart

I’ve gone through this loop where it does an internet recovery spinning globe and it takes time and then I’m right back where I was

I’ve turned off my encrypted disk, what other security do I need to turn off in order to do a usb drive clean install?

Any help is very appreciated as I’ve been trying this for a good part of the afternoon

Thanks
