Security privacy settings

I have an older Mac, about 2008, been updated a few times running El Capitan V10.11.6. I went to adjust my security and privacy settings the other day and have found that they are 'greyed out'. How can I resolve this as I would strong;ly suspect my security has been compromised.

Did you "Click the lock to make changes" and enter your administrator password?
