Yes, am aware that you can just type into Google "[word/phrase] in Chinese" to get a translation, but the person using this isn't internet savvy, and the iPad Mini 2 being used can only get online via wifi (so can't always count on internet connectivity). I'd like to have offline/standalone options

-run on an iPad Mini 2 (either ios10 through ios12)
-Translate from English to Chinese and vice versa
-Use Traditional Chinese words (it can't be just Simplified Chinese)
-Be able to understand phrases
Not just individual words
-Be able to pronounce English and Chinese words
-Have input in Chinese
This can either be via iOS' foreign language input, or via the app itself. (NO to that Roman PinYing stuff!)
