selected items are being magnified

PLEASE HELP.

On my Mac desk top any option that is rolled over or selected is being magnified. Ive made sure ZOOM isn't on and again its not the whole page just "some" things I hover over but its making my computer un usable. I've attached a screen shot (see Tools highlighted in blue).

Could be something in Voiceover.
Go into your Accessibility pane (or Universal Access pane) and make sure that VoiceOver is turned off (disabled).
