selecting file slow to open/attach

I'm on a website and want to put a picture on it. I click browse. The box with the list of files appears. Now here's the issue.

When I choose whatever file I want, it takes forever to load in the little box so that the open button is clickable. I have no problem uploading the file to the website I'm working on. Just getting it to load into the little box.

It takes a good 30-40 seconds for a 574k file to fully load.

My hard drive was replaced 2 weeks ago.

Any ideas? If not, how could I phrase this problem in a search engine to even start to look for answers?
