I will be reformatting my HD soon. How can I do a clean install, then restore the newest versions of select files? Can this be done through time machine or do I need to manually pull the files?

Note... the user folder will differ. (currently "X", will be named "Y" on new install... time machine compatible?)
 
Will this work if I do a fresh reinstall but give the computer the same name with the same user name?
 
Yes, it can work. Backup everything with Time Machine, then when you do your fresh install just open up Time Machine and select "Backup from previous" or something along those lines and you will be able to select whatever you had saved to TM before you did a fresh install.
